The Conference of the Eurasian Economic Commission for electronic public procurement

The international conference "Electronic government procurement, ensuring fairness and transparency of tenders: experience and prospects of Eurasian integration" took place in Astana (Republic of Kazakhstan) on November 21 in the framework of the Eurasian Economic Commission (EEC).

The Conference was the second meeting of the Member States of the Common Economic Space (CES) and the Customs Union (CU), the first Conference - International Forum on "Electronic Commerce: Challenges for Eurasian integration" - was held in 2013 in Ufa (Republic of Bashkortostan).

The event was attended by representatives of the executive authorities, electronic trading platforms, scientific and business communities and international organizations (more than 200 participants from Russia, Belarus, Kazakhstan, Korea, Vietnam and the Netherlands).

The Conference was opened by the officials from receiving side: Nurlan Aldabergenov, Member of the Board of the Eurasian Economic Commission (Minister) on competition and antitrust regulation and Bakhyt Sultanov, Minister of Finance of the Republic of Kazakhstan, Victor Klimov, Deputy Chairman of the Committee on Economic Policy, Innovation Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation and Iliia Dimitrov, AETP Executive Director, Public Ombudsman on e-commerce and the provision of public and municipal services in electronic form, Igor Vasilyevich Bashlakov-Nikolayev Assistant to the Head of the Federal Antimonopoly Service, Harm Jan van Burg, Vice-chairman, United Nations Centre for Trade Facilitation and Electronic Business (CEFACT), representatives of ETP "Sberbank AST" and Belarusian platforms took an active part in the discussion.

During the meeting they discussed issues related to the mutual recognition of digital signatures, the harmonization of statistical indicators of monitoring and reporting, as well as to overcome other barriers to mutual trade in public procurement.

In his presentation, Iliia Dimitrov underlined the issues of implementation of e-commerce around the world, highlighting the participation of Russia in the key international organizations in the area of international legal regulation of electronic commerce, in the conclusion of cross-border transactions. He said that the experience of cooperation between member states in the implementation of the EEA public procurement is an important step in achieving cross-border, transparency and accessibility requirements of e-commerce - the principles that will eventually contribute to increase foreign investment in the domestic economy and will have a positive impact on the growth of Russia's GDP.

By all accounts, the results of cooperation within the EEA and the CU have been considered as unprecedented in the implementation and development of international electronic commerce.

The outcome of the conference is a formal resolution (it will be published on the AETP site in the near future). The participants expressed their gratitude to the hosts of the discussion platform - EEC and Republic of Kazakhstan.

The annual observance of the conference is recognized to be a constructive form of cooperation between member states of the Eurasian integration. It is planned that the third meeting will be held in 2015, and will probably include two segment - not only in Russia but also in Minsk.
