Practical conference "Procurement contract system. Innovation and development prospects of procurement" has started on November 28 in Chelyabinsk.

The event was attended by the governor of the Chelyabinsk region Boris Dubrovsky, head of the Main Control Directorate of the Chelyabinsk region Alexei Loshkin, executive director of the monitoring of public procurement and trading assets "For fair procurement" of the Popular Front Anton Guetta, General Director of "RTS-tender" Victor Stepanov, public ombudsman on electronic commerce and the provision of public and municipal services in electronic form Iliia Dimitrov, as well as heads of executive authorities of the region, heads of municipalities, representatives of the expert community.

The keynote of the conference was to raise the professional level of the heads of state authorities and experts of the Chelyabinsk region, responsible for applying of the new federal law on the contract system and its prospects. Other relevant issues concerned the features of procurement in electronic form, principles of modern electronic platforms and procedures for examination under the federal law #44-FZ.

Starting January 01, the federal law on the contract system in the procurement, which greatly changed the approach to the regulation of state procurement, entered into force. Adoption of the law reflected in the establishment of order in the area of budget expenditures, including those in the Chelyabinsk region. "The subject, which is currently being discussed, is relevant, as public procurement is changing," - said the head of the region.

Boris Dubrovsky also underlined that it is important to make and to use a tool that will help to avoid any fraud in public procurement. "We need to ensure full control and transparency of the procurement process and to create a reliable tool to counter any kind of fraud around the public procurement system," - said the governor of the Chelyabinsk region.

In turn, the Head of the Main Control Directorate of the region Alexei Loshkin noted that public discussion of purchase at the contract price of more than 500 million rubles is mandatory to be done in Chelyabinsk region, but the new law on the contract system does not solve all difficulties.

"It remains an unresolved question of intermediary firms that are unable to guarantee the quality to the customer. We also have no uniform legal practice, and hence there is a possibility of ambiguous understanding of certain provisions of the law. I note that there is a shortage of highly qualified procurement specialists in the region ", - said the official. Speaking about the new law, Alexei Loshkin underlined the improvements of all key performance indicators. According to him, throughout this year, a positive trend was observed in the number of competitive procedures, manufacturers began to become more involved in the auction, competitiveness of goods increased and amount of outstanding purchases minimized.

Member of the Presidium of the Russian public organization "Support of Russia", General Director of "RTS-tender" Victor Stepanov noted that more attention should be paid to the work with suppliers, the work of small and medium-sized businesses. He promised that the proposal on the need to pay attention to the marked areas will be added to the document of the conference.

"It is good that there are such forums in regions, because learning is the area of a particular relevance. It is good that there are organizations and active citizens who are ready to control the passage of procurement. For example, the project "For Fair procurement", conducted by the All-Russia Popular Front, frightens the customer, but, nevertheless, it is necessary ", - said Victor Stepanov.

Within the first day of the conference held the section " Federal law FZ-44: new opportunities, increased responsibility" and "Control in procurement", a round table on the exchange of views dedicated to the questions of application of the law of contract system and XI extended meeting of the Coordinating Council, authorized to exercise control in the area of procurement.

Regional Conference will continue its work until November 28. According to the results of its work, a final resolution will be created on behalf of the governor of the region, which will show all the elaborated solutions aimed at ensuring full control and transparency of public procurement in the region.

According to Iliia Dimitrov, we welcome the commitment of regions to improve the transparency in public procurement, and, despite the fact that there are areas that need to be improved, the new law significantly increases the rate of implementation of the modernization of the state and municipal orders. "We are grateful to the head of the region who provided a platform for a productive dialogue and hope that our cooperation will allow the institution of public procurement to develop successfully in the future ", - said the expert.
